Medical Baseline Power Allowances: How Hospitals Can Assist Patients

Southern California Edison (SCE) offers the following alert for hospitals on the utility’s Medical Baseline Allowance program. If a patient or someone in a patient’s household requires the regular use of electrically-powered medical equipment or other qualifying medical devices they may quality for the program, which provides more electricity at the lowest baseline rate to help offset the cost of operating medical equipment.

Patients in this category can also sign up for critical alerts and notifications about outages, including Public Safety Power Shutoffs.

A wide range of medically necessary devices qualify, including medically-required heating and/or air conditioning.

Patients can learn more, see a partial device list, apply online or download an application at or may call SCE at (800) 655-4555. If applying online, our medical staff can review and approve requests by e-signature.

To assist hospitals, California Hospital Association — in partnership with SCE and other utilities — has prepared this on-demand recording that explains the medical baseline program and details the support and resources available from utility companies.
