Yes on ER Coalition Marks Win for LA County Healthcare

The Yes on ER Coalition celebrated the passage of Measure ER at a press conference Wednesday, June 10, at St. John’s Community Health Clinic. Supervisor Holly J. Mitchell, who introduced the bill, and Supervisor Hilda L. Solis joined Jim Mangia, president and CEO of St. John’s Community Health, and coalition partners at the event.

HASC supported Measure ER, which was approved by 50.59 percent of Los Angeles County voters. Its passage will raise the county sales tax to 10.25 percent for five years, starting Oct. 1. The tax is projected to raise $1 billion yearly for the county to fund emergency rooms, community clinics and public health services.

Seven of LA County’s public health clinics have already closed with no expected plans to reopen. County officials had warned additional closures were likely without new funding.

The passage of H.R. 1 in July 2025 led to the largest cuts to federal healthcare funding in U.S. history. Since then, 200,000 LA County residents — including 40,000 children — have been disenrolled from full-scope Medi-Cal coverage. Measure ER funds will go toward services that support coverage access and healthcare delivery for county residents.

Yes on ER is committed to minimizing the impact of rising healthcare costs for all residents. Along with St. John’s Community Health and HASC, coalition partners include SEIU Local 721, SEIU Local 2015, the Community Clinic Association of Los Angeles County, Planned Parenthood Advocacy Project LA County, Los Angeles County Medical Association, Health Justice Action Fund, InnerCity Struggle and many community leaders.
